PWP Policy:
Pwp Strategy For Implementing Projects Is Centered On The Following:
- Conducting Surveys On Actual Needs Through Field Visits Based On Demand Driven Approach
- Focusing on the most deprived rural areas.
- Targeting areas where female illiteracy is high and lack schools for basic education for girls. The PWP also provides school furniture to facilitate operation by the Ministry of Education.
- Coordinating with Line Ministries and their offices in the governorates and all other stakeholders, including other similar implementing agencies to avoid duplicating the same services.
- Following up the operation and maintenance after handing them over to the beneficiaries.
PWP strategy:
- In order to achieve its objectives, the PWP developed Procedures that can be outlined as follows .
- Distributing available funds for each Governorate according to the following criteria:
- Population Density
- Poverty Levels
- Deprivation and Remoteness.
- Distress Indexes
- Selecting Labor Intensive small scale basic infrastructure projects in various sectors in accordance with defined criteria
- Capacity building of small contractors and consultants in all aspects such as preparation of bids and tender documents, abiding by specifications environmental measures and operation and maintenance.
- Ensuring sustainability of implemented projects through coordination and involvement of all stakeholders, so that the communities derive maximum benefits. In particular, for projects that are managed by communities, PWP forms user / beneficiary committees who are trained on O & M.
- Distributing available funds for each Governorate according to the following criteria:
- PWP uses simple and transparent procedures during all phases as follows:
- In conducting field surveys and data collection
- Preparation of technical designs,
- Tendering.
- Selecting contractors
- Selecting the supervising consultant engineers.
- Facilitating payment procedures for contractors, consultants and suppliers through continuous cooperation and coordination with all concerned authorities.
- Involving local communities and facilitating their participation during:
- Identifying and prioritizing their needs.
- Contributing to cost of project whether in cash or in-kind.
- Ensuring the operation and maintenance of projects.
- Coordinating with other similar implementing agencies especially the Social Fund for Development and local authorities in the governorates and districts to ensure non-duplication of projects
- Community participation is the corner stone in the success of delivered services. Their involvement in selection, implementation and O & M not only guarantees sustainability but it also enhances awareness on various aspects of development process, most important of all is social cohesion and putting in forefront community interests. The process of community participation has opened venues for direct exchange of opinions and enabled women to participate with their views as to what is most beneficial to them.
- Community Focal groups are elected, who are then in charge of collecting contributions, supervising during implementation and handing over of project.
Continuous evaluation and improving the performance levels based on lessons learnt especially in targeting mechanism to ensure reaching out to those most in need.
