Qualitative achievements have been made in these exceptional times, and completed subprojects provided decent living for many Yemenis. The Public Works Project bid farewell to 2018 by adding a new imprint in the lives of the poor highlighting a track record of success and achievements. The completed subprojects have made tangible improvements to the lives of people, touched the hearts and minds, maintained community cohesiveness, and created a spirit of cooperation to serve the public good by working together to overcome individual interests.
Interventions by the PWP in this stage in time, are distinguished by the fact that this success has brought back a glimmer of hope to people that their lives will see an improvement, especially so among the target communities, but in particular IDPS and women who have been severely impacted by the current situation. 1300 subprojects were implemented with in 30 months at a cost of about US$80 million.
These sub-projects are closely connected to the day-to-day lives of people, and have contributed to reducing suffering and hardship in accessing basic services. For example, activities have contributed to the provision of clean water to many communities, improved nutritional levels, supported food security in the agriculture sector and kept schools open. These are all primarily humanitarian response activities, but they have contributed to the building of community assets that will have a long-term impact on stability in the target communities.
Transparency, efficiency and integrity are hallmarks of the approach used by the PWP. These have been the underlying principles since the PWP’s inception in the mid-nineties and continue to be as overarching principles PWP’s successful record and achievements have been well-recognized at home - by various state agencies at all levels - and abroad, by various international agencies, but especially the donors’ community spearheaded by the World Bank, who chose PWP as partner in the implementation of the Yemen Emergency Crises Response Project (YECRP), through the UNDP. This is due to the recognition of the PWP’s Project Management Unit’s capacity and competence and its ability to translate the objectives of the (YECRP). PWP has succeeded, and in doing so overcome the challenges caused by the current situation and continued providing services to all segments of Yemeni society across all areas: districts and governorates of the country, with no exceptions.
This success has been exceptional and has borne fruit: Once again, the World Bank has chosen the PWP to partner in the implementation of yet another important project: The Yemen Integrated Urban Services Project (YIUSEP). This time the World Bank is working through UNOPS. The successful track record of the PWP has also encouraged other funding agencies like the Islamic Bank for Development to resume finances for suspended projects. All donor finances have been fully utilized by the PWP to provide services to the people where needed most and were maximum benefits can be made in a cost-efficient way and in a manner that delivers direct benefits to target communities.
To reinforce the transparency in the PWP’s operations, this annual report includes facts and figures on activities successfully completed in 2018. It includes indicators from all sectors, the PWP is working in and across all governorates of the country. This is an important opportunity for me to express sincere gratitude for the World Bankfor showing particular keenness to support the PWP in all phases and under all circumstances. I also would like to expresses gratefulness to the UNDP and to UNOPS for their collaboration with the PMU of the PWP. I would also like to thank the Islamic Bank for Development, USAID and the leadership of the Ministry of Planning and Development who spared no effort to assist and help in addressing the challenges facing the PMU.
In conclusion, I would like to express my humble respect to the staff, engineers and cadre of the PWP who have exerted maximum efforts, challenged themselves, and picked the fruits of their labor in achieving this success. To them, I say: Let’s continue to build on this success.
